For the first time in the history of FSC, core International Labour Organization (ILO) conventions are to be included in all parts of the FSC certification system, following the passing of Motion 39 by the FSC General Assembly.

While labor issues are already implemented in forest certification, it has so far been left out of Chain of Custody and other types of FSC certificates.

With more than 10,000 chain of custody certified operations worldwide, this change may be the single decision taken during the FSC General Assembly having the greatest impact on the users of FSC services.

The motion 39 asks FSC to secure the following 7 core ILO conventions to be complied with by all affected companies:

 
C29: Forced Labour Convention
C87: Freedom of Association and Protection of the Right to Organise Convention 
C98: Right to Organise and Collective Bargaining Convention 
C105: Abolition of Forced Labour Convention 
C100: Equal Remuneration Convention 
C111: Discrimination (Employment and Occupation) Convention 
C138: Minimum Age Convention
